99 randomly chosen Irish citizens shaped a constitutional referendum
In 2016 Ireland gathered 99 citizens picked at random from the electoral register, plus a chair, retired Supreme Court judge Mary Laffoy, to hear experts and deliberate over several weekends on topics including the Eighth Amendment on abortion. Their recommendations fed into the 2018 referendum, which voters approved by about two to one. It became a model for citizens' assemblies elsewhere, including Scotland.
