Baku, the capital of Azerbaijan, lies about 28 metres below sea level on the shore of the Caspian Sea, making it the lowest-lying national capital on Earth and the largest city anywhere below sea level. Over two million people live there, in a basin shaped by the Caspian's unusually low surface.
