If a choice is the only reason you exist, can that choice still have wronged you?

Derek Parfit pointed out that policies affecting future generations — like depleting resources — don't harm any specific future person, because different choices would simply bring different people into existence instead. That makes it strangely hard to say exactly who, if anyone, is wronged by decisions that shape who gets born.
